The California Teachers of English Learners (CTEL) program provides specialized certification in Crosscultural Language and Academic Development (CLAD) as an English Learner Authorization. This 12-unit program may be completed concurrently while candidates are earning a preliminary teaching credential or as an added authorization for educators who already hold a valid California teaching credential. The program is grounded in current research on linguistically and culturally responsive instruction for English learners. The curriculum focuses on first and second language acquisition, assessment and content-based instruction, and the influence of culture on language and learning. Upon successful completion of all coursework, candidates are recommended to the California Commission on Teacher Credentialing (CTC) for the CLAD certificate.

1. Utilize theories of first and second language acquisition and development to inform instruction for English learners.
2. Apply research-based principles of literacy development and language learning to support academic achievement across content areas.

Promote the success of all students by demonstration of the following:

1. Integrate English Language Development and content instruction through California’s English Language Arts/ELD Standards using culturally and linguistically responsive pedagogy.
2. Implement instructional strategies and language routines, including SDAIE approaches, to support English learners at varying levels of language proficiency.

Empower

Promote the success of all students by demonstration of the following:

1. Plan, administer, and interpret equitable assessments to inform instruction and monitor English language development.
2. Engage in reflective practice, collaboration, and advocacy to support inclusive learning environments for English learners and their families.

Program Eligibility

In order to be considered for recommendation for an English Learner Added Authorization (CTEL/CLAD), a candidate must possess a valid California teaching credential, Speech-Language Pathology or Clinical or Rehabilitative Services Credential with a Special Class Authorization, School Nurse Services Credential with a Special Teaching Authorization in Health, Visiting Faculty Permit, Children’s Center Permit (excluding emergency), or Child Development Permit (excluding Assistant and Associate Permits) that authorizes the holder to provide instruction to pupils.

The following, however, are not appropriate prerequisite credentials or permits: Emergency Permits, Provisional Internship Permits, Short-Term Staff Permits, District Intern Credentials, University Intern Credentials, Exchange Credentials, Sojourn Certificated Employee Credentials, or Services credentials without a special class authorization.
